Where are you? When are you? According to the smoggy sky above you, "noon" is a reasonable guess. You are in Dotonbori, though it may seem unwise to get closer to the bridge over the river or any iconic signs. Wandering past this single city block will be met by police robots, stopping your way with a hologram that claims you are on "probation" and will soon be given a "briefing", that the next robot scans and copies. There are human citizens in this area, at first simply stunned by your arrival and appearance. Over the minutes, though, they notice the information circulating on all sorts of holographic surfaces, and they begin chattering suspiciously about you.
The holographic surfaces aren't the only bright light in the city. You also find yourself experiencing glitches multiple times over these first few hours - parts of your body temporarily turning into bursts of color along with a burst of intense pain, or briefly losing awareness of yourself and coming back into focus a good few centimeters to the left, making an agonizing adjustment to sensory non-deprivation all over again. The other "Akudama" seem to be undergoing the same phenomenon of inexplicable sudden little changes in location. Akudama - that's what the citizens are calling you under their breath from the other side of the narrow alley street.
Want to bum a cigarette regardless? Hide in a karaoke booth and scream? Hey, you do you, buddy. Looks like nobody is coming to give you trouble just yet, unless you make it yourself. Maybe those "Gifts" some of you have will make sparks fly.

Yeah, Ragetti is so far out of anything resembling his depth right now. His mismatched eyes goggle as he stares around at a world he's fully unprepared to even comprehend. But eventually, Ragetti's good eye lights on something he does recognize in this crazy world: himself. Does searching for billboards and the names on the billboard show any results on Cardinal?
Do the websites themselves have any indication where he is and what year it is?
If not, can he figure out that he's in a place called Kansai by looking up the names and adresses of nearby places, like the Biriken Mart? ]

Online Investigation
10chan looks like quite the chaotic and disorganized website. There are all sorts of boards the public can access, the larger ones being focused on media, such as for example anime and internet shows. Upon checking, the posts seem to be made by countless people with varying reactions, although getting updated so often it's easy to lose track of where you're looking.
None of the boards seems to stand out right now, though. Looks like there's no useful information to be found here for the time being.
A search in Cardinal shows no results at all! Absolutely no results, all searches coming with an apologetic 'no results found' message. Which is certainly odd, given some of the titles are words you'd expect to have been used at some point of that website's lifespan.
The timestamps on Cardinal show the date as August 14th of the Naniwa Year 31. This same date appears in other websites as well! And it's easy to realize you're in Kansai judging by websites showing content for that area first and foremost. Geotracking sure is convenient...for the websites!
Any searches involving Biriken Mart will show a truckload of addresses all over Kansai. Looks like this is a chain store]

As long as the X-Classes in Kansai follow the rules the Police Commissioner set, they can stay here with no problem… for better or worse. No exceptions, since all of the X-Classes will soon get the rules!
Then I’m gonna stay away from Dotonbori from now on and keep safe!
