In Ichiza there is a "frame" on the wall that appears to display a map of this "Japan". I spoke with the Governor who seems to have indicated he utilized it as a window, or rather, as a point of contact to those he now believed to beyond the realm of life and death. Quite ostensibly the dead.

He also referred to it as a 'screen', but terms such as window and screen can be interchangeable.
